This paper is from the second session of the conference, where participants examined the development of vocational education and training (VET) in the context of the construction of the European Community/European Union (EC/EU), and the role of Cedefop. The author discusses the role of VET and Cedefop in EC/EU affairs in the near future. It is argued that VET is moving towards an ever more important role in EU affairs with issues such as ‘permanent education’ and the ‘learning and information society’ seen as fundamental to the EU’s ability to meet the economic and social challenges of the near future. The author highlights the central role that Cedefop will need to play to support the EU in formulating effective action in VET to address these issues.

Current social and economic changes have created a challenging context for career counsellors. Within this context counsellors are being asked to view their role from different perspectives. There is recognition of the importance of lifelong guidance and also the need to view guidance from a broader social context with greater emphasis on social responsibility and ethics. New forms of delivery are also emerging. These include an emphasis on client centred and holistic counselling, an affirmation of narrative methods, and a more dynamic counselling approach. Lastly, there is the development of a number of new methods of service delivery. Some examples include one stop counselling centres, virtual counselling services, mentoring, career coaching, and the inclusion of social enterprises as part of the counselling process. The implementation of these changes has implications for training, specialization and for accreditation.

According to the official education policy, Finland has for years been aiming at becoming a leading high-tech country in the world and the ‘European laboratory of knowledge society’. However, not so long ago Finland shared many of the features of the later ‘third world countries’ in comparison to the centres of Europe. What made it different as a periphery, or has the context of being a centre or periphery transformed in favour of Finland? The article questions the transforming meanings of centre and periphery and the methodological and political implications to development of historically and culturally more sensitive research on vocational education, conceived as a co-constitutor of centres and peripheries.

This chapter contributes to the debate about how the notion of a 'learning society' has been used and some of its ambiguities and contradictions. The theme of the chapter is that lifelong learning is a discourse aimed at producing employees for 'new local global worksites'. Using the example of Australia, the author investigates the idea that the discourses of lifelong learning, through their interrelationships with globalism and new managerialism, are deeply involved in the production of working subjects. However, learner/workers are often neglected in the discourses and although employers and workplaces may demand a 'knowing' workforce, workers also 'know' and 'learn'.

This report explores how forms of social inequality are framed in adult education discourses across Europe and Australia. To achieve this goal, it presents an analysis of the concept of vulnerability in lifelong learning policies, at European level and national level (Austria, Bulgaria, England, Estonia, Flanders, Italy, Scotland, Slovakia, Spain and Australia). Methods of analysis include corpus-based critical discourses analysis of 68 European lifelong learning documents (1992-2018), interviews with policy makers (6), analysis of funding schemes (European Social Fund) and analysis of vulnerable groups in the lifelong learning policies of the nine countries forming part of ENLIVEN [Encouraging Lifelong Learning for an Inclusive and Vibrant Europe] including Australia.
Results show that the use of terminology related to vulnerability is not used uniformly throughout the period analysed. It is detected during the first period (1992-1999), documents refer to the most vulnerable groups as marginal or excluded. From the year 2000 the main vulnerability indicator seems to be the low labour capacities. The implicit motives suggested in relation to 'vulnerable groups' appear to be educational attainment (low qualified, early schools leavers, migrant background and age), to which are added structural motives related to their origin (people from disadvantaged social strata, poverty niches or disadvantaged areas) or to global factors (lack of employment, development of the learning society). Faced with this situation, the policies analysed propose, above all, to develop the basic skills and new competences needed to enter the world of work.
With regards to national policies, across all the countries studied within the EU as well as Australia, unemployment, alongside low levels of skills, were the most prevalent dimensions of vulnerability targeted by policy measures. By understanding the concept of vulnerability solely in relation to the labour market, young vulnerable young people are framed as lacking certain attributes - those that would enable them to be incorporated into the world of paid employment. Those attributes they do possess - however valuable to themselves personally, or to society - go unrecognized. In this context, the proposal that lifelong learning policies should focus on individual needs without addressing structural measures seems insufficient. Moreover, this situation constrains the rationale of adult education, forgetting its critical and creative dimension that seeks a deep analysis of reality in order to transform it.

Countries in the Association of Southeast Asian Nations (ASEAN) and their neighbours will undergo significant social, economic and industrial change over the coming decades. The emergence of these sunrise industries in the ASEAN region also presents opportunities for Australia. Consumer incomes will rise, advanced technologies will be cheaper and more accessible, and economies will shift from industrial production to the provision of services. These factors, among others, will drive future population and economic growth across the region. In the face of these changes, some industries will decline, while new 'sunrise industries' will emerge, generating new sources of long-term economic development.
This report identifies and profiles the following set of potential sunrise industries: (1) Artificial intelligence and autonomous systems: made up of large and small companies which design, construct, implement and operate automated systems, this industry emerges as a result of the increasing capabilities of automation and artificial intelligence to deliver benefits at lower costs; (2) Financial and regulatory services technology: enabled by technology and growing demand for innovative financial services, the FinTech and RegTech sector is made up of companies that provide digitally enabled financial and regulatory products and services; (3) High value nutrition: growing incomes, rates of chronic diseases and concerns about food safety and provenance have driven demand for healthy, traceable and trustworthy food products that are sustainably and ethically produced, giving rise to an industry focused on high value nutrition; (4) Next generation energy storage and distribution: improvements in the affordability and capability of batteries, other technological innovations, and consumer demand for clean energy solutions are fuelling demand for companies (both big and small) in the energy storage and distribution market; (5) Cyber-physical systems security: while cyber-physical systems (i.e. systems which have intertwined software and physical components) are becoming increasingly widespread, they can be vulnerable to hacking, creating new opportunities for the cyber-physical systems security industry; (6) Personal health and ageing: rapidly aging populations are creating demand for products and services related to personal health and ageing (e.g. apps, wearable devices and mobile/telehealth services) along with personalised health and aged care; (7) Digital infrastructure and connectivity: while the wider Asia Pacific region has some of the world's most digitally advanced nations, digital infrastructure is still lacking for many ASEAN members, creating opportunities for the digital infrastructure industry to respond to the growing connectivity demand.

This report represents the culmination of an exploration of the root causes and potential solutions for youth unemployment in [Gulf Cooperation Council] GCC countries, based on the World Economic Forum's Strategic Foresight approach. It works to understand the issue from stakeholders' diverse perspectives and provides principles for the design of interventions. The analysis highlights the deep-rooted social and economic behaviours that drive youth unemployment in GCC economies and concludes that effectively tackling an issue borne of such an engrained framework ultimately requires an holistic approach. This need for change calls for a bold leadership in fundamentally rebuilding the employment system to create a new, more sustainable form of social stability. It also calls for a collaborative effort involving policy-makers, the private sector and civil society, and engaging young people themselves.

This is a regional report presenting the conclusions of the 2014 Torino Process within the four participating central Asian republics. This regional report builds on the basis of the Torino Process reports and analyses prepared with [European Training Foundation] ETF support for Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan. Publically available evidence and information on education for the region is drawn upon for the report, particularly from the Education Sector Plan prepared since 2012 in each of the countries and from World Bank data series. The 2014 Torino Process reports the direction and content of reform and also outlines the progress achieved in [vocational education and training] VET since the beginning of the Torino Process in 2010. The report also includes a list of the focus areas for each country and a summary of progress.
